Not to name names and most certainly NOT to single out any individual or company, but to make a general point:

The most valuable thing that 3rd party refurbishers have is their reputation. Without that, they are out of business.

Given that HP has seen fit to sully the good names of several businesses and essentially destroy them before these matters have
ever reached a courtroom it is essential to any company in this business that wants to survive to distance themselves from those
splattered with mud and vigorously defend their good name against any and all speculative musings. How much you want to bet
that 3rd party refurbishers are having a TERRIBLE month?
