To the script already mentioned, I would add someplace a
    listf SGSUDC.PUB.SYS,9

to see who/what is accessing the file.
If this is really a UDC file that is in use as an MPE UDC
definition file, it may always be open -- or at least while
some user at the USER/ACCOUNT/SYSTEM level is logged on.

In which case the ;SHR option on a file equation would be needed.
(and since I've not tested, possibly ;LOCK;GMULTI. Not sure how
  MPE opens UDC files, other than READ-EXCLUSIVE)
