I'm not sure I understand the question fully, but I think this will answer  
it.
 
When someone buys a used HP 3000, the purchase transfers ownership of
the hardware ... and therefore the HPSUSAN number that goes with that
hardware.  However, the seller must initiate a license transfer for  the
HP-provided software on the system, and in some cases, the buyer must
acquire their own license for some existing third-party software on the  
system.
