Depends on how fast your system is :-)  The STARTSESS usually wins.  If
you don't want it to, then START NORECOVERY NOSYSSTART and let it logon
for you (and depending on what's in it, you can usually :XEQ
SYSSTART.PUB to have it's settings applied when you use NOSYSSTART).
