the access problem may not be the program stmshut but the files stmshut is 
using: 

 : XEQ SH.HPBIN.SYS 
          $ ps -ef | grep diag 

      /usr/sbin/stm/uut/bin/sys/diagmond 
     /usr/sbin/stm/uut/bin/sys/diaglogd 

If OPERATOR.SYS gets an error it's  because this logon does not have access 
to diagmond and  diaglogd
