Just ODBCLink/SE - which is HP's freeware product.

No, ODBCLink/SE is a licensed adaptation (or whatever one wants to call it)
of the ODBCLink Option of DataExpress, a product of M. B. Foster and
Associates, one of three, independent third party providers of ODBC
products, and one of many to provide middleware in general for the HP3000.

(The others are Computing Solutions Limited - LINKWAY, and MiniSoft -
ODBC32).
