Hi Peter,

While I've long since lost my old terminal manuals, I will give this a try
from memory.

As in emulator programs, the function keys actually have three states:
user, modes and device control.  The "function keys" are actually the
user state and unless there has been some overwriting of their memory,
when displayed they should read "f1...f2...f3...".  To switch the function keys
to user mode press the key labeled "user".  It should be between the first
4 function keys and the second 4 function keys.  If my memory is faulty, you
might have to search the keyboard.  One other thing, the function keys displays
can either be on or off so you may have to press the user key until the function
keys display.

That's about all I can remember so I hope this helps.
