I was wondering if anyone out there can help me. I'm at my wits end on this one
(and I don't have many wits left).

Here's the problem (which only occurs when the remote user's modem is slower
than the modem on the HP end).
The remote users are printing reports to their slave printers on LPT1. When the
printer can't keep up with the flow of data, characters are lost and garbage is
usually printed on the printer. I assume this happens because the printer
continues to receive data even after it has indicated to stop sending data til
it can catch up.

I have been able to reproduce this using Control-S and Control-Q (XOFF/XON).
Even after I issue a Control-S (XOFF) I receive at least another screen full of
data before it finally stops. A Control-Q starts the flow of data again just
fine.

HP suggested the following settings on the modems connected to the DTC:
    AT&F0&D3&S1&C1&K0&Q0S0=1Q1&Y0&W0
This fixed the original problem of losing characters when printing, but now
none of the 14.4 modems can connect. They fail to negotiate/handshake or they
drop down to 9600.

Here are the specifics:
PC's with WRQ Reflection R1 for DOS or Windows.
USR Sportster 9600 and 14.4 modems along with an assortment of 2400, 9600 and
14.4 modems and PCMCIA cards from other vendors.
HP 3000/947 MPE/ix 4.0
DTC 48
Practical Peripherals PM288MT modems on the HP DTC 48.
