This is from the manual:  "When you run JobTime, it begins operation in a
suspended state.  If more than 24 hours have passed since you last ran
JobTime, it will automatically recompute the schedule tables when you enter
the START ALL command.  Hovever, if less than 24 hours have passed since
you stopped JobTime, it will still have the schedule information from the
last time it was running.  JobTime only checks the compiled CSCHED## files
at startup or when you issue the RELOAD command.
