Depending upon your problems/goals, there are a couple of approaches.

The "touch" command, previously noted by Mark Beard, should work well.

If you're trying to reset future file dates after doing Y2K testing, or some
such, and you want to check all files in the system (or in a particular
account), you could try the free FIXFDATE utility from our web site:
   http://www.allegro.com/software/#FIXFDATE
