Many thanks for all the replies on this problem.

I deleted all the networking stuff including the NIC and started from there.
Didn't work.

So, I installed a new NIC and started from there.  Didn't work.

So, I reformatted the hard drive (after installing a new CD-ROM because the
old was non-functional) and reinstalled everything:  the O/S, all
applications, and all user files.  Took about 4 hours, but now it works.

How do I hate Windows?  Let me count the ways....
