I did what you told me.
From sysinfo I see that SCSI 3 is not used.

As manager.sys I do:
sysgen
io
ldev 7  (to see the values for the actual tape)
adev ldev=11 path=56/52.3.0 id=HPC1503B (identical to ldev 7, except the
path)
ho
e
ke
*** error** can't purge configuration file MISCP.BOOTUP.SYS
security violation (fserr 93)

A listf,2 shows indeed that the file is in use.

Tried the same with ioconfig: same result.

I guess the problem has nothing to do with the adev 11, because
mdev 7 mode=autoreply
ho
e
ke

gives the same abort.

Why can the new config not be kept?

The third number, reading left to right, of the path address is the SCSI bus
address of the peripheral, as you currently have it installed. In the
example
above, the disk named LDEV 1 is at SCSI bus address 5.
