You might have a look at http://curl.haxx.se/.  Ken Hirsch ported it to
MPE/iX to quote Ken "I have compiled cURL and libcurl for MPE/i X, linking
with libssl".  http://invent3k.external.hp.com/~MGR.HIRSCH/

We use cURL on several platforms.  We have used the MPE version without the
ssh stuff and it seems to work as advertised.
