Typically this is the type of error you would get if the FTP Server is not
running. What type of computer is 1.1.1.21? Can you confirm that the FTP
Service is up and running? Are you able to connect to it from any FTP
client, such as the one built into Windows?

Please note that connecting from any system fails. The IP address is the IP
address of the system that I'm running FTP on in the example so I have to
rule out a network problem (right?). Outbound FTP works fine. No
configuration changes have been made.
