Yes that's the riff, unless you use @.@ and give the command to
everyone. Then it is persistent.
By the way, yes there was the ALLOWXL command from the Contributed
Software Library (CSL). It replaced ALLOWME because ALLOWME was for MPE/V.
3kranger doesn't have it on his website yet, I think he was working on it.
