Well, I took a chance, and got very, very lucky.

I located the gentleman who wrote that speech, and I asked him about
the source.  His response follows:

       'I wrote the dictator's speech in the "1984" Macintosh commercial.
        The verbiage and style is a cross between the Peiking Daily circa
        1966 and speeches of WW II fascists.'
