Interesting, and probably something that VESOFT should fix.  MPEX documentation
does refer to the following file attribute, however (you can find it by typing
%HELP LABEL):

  FLABLDEV

which is documented as returning 'LDEV for the file label', and also contains
the comment 'NOTE: this isn't necessarily where the file resides'.

You could combine it with ONDEVICE as follows:

  %LISTF  fileset (ONDEVICE(15) or FLABLDEV=15)
