If nothing else normally needs to log on at a higher subqueue in that
account or (better yet) with the same username you can change the maximum
subqueue of the account or user to ES.  That will force any logon for that
account or user (batch or interactive) to run in the E subqueue.

         :ALTUSER username[.acctname] ;MAXPRI=ES
