Ben Norton, who developed this version of Empire at the
HP3000 has released his 3.5 Pascal/V code on SourceForge yesterday.

The binaries are there too.  Of course you have to have
to upload it to an HP3000 with a file code of 712, AND
be the correct format type, THEN UNSquish it with SQUISHER.
(But any HP3000 types should know all that.)
