How about using FCOPY to copy all files from the mag tape to the DDS tape?
You can use FCOPY to dump the contents of a tape, so I don't know why you
could not copy files from tape to tape.

Something like:

        FILE IN;DEV=7 (or whatever the mag tape drive number is)
        FILE OUT;DEV=8 (or whatever the DDS drive number is)
        FCOPY FROM=*IN;TO=*OUT;FILES=ALL

This should copy the any tape labels, tape marks, and data verbatim.
