Or you could use the County's process of Mystical Management:

1) Take an IBM CICS contractor.
2) Put him on staff.
3) Make him a TRANSACT programmer on the HP3000, with no background and no training at any time.
4) Through him into production support.

This methodology can be used in all sorts of different ways, including migrating COBOL programmers to Java.

It's the Object Orientation version of plug and play with personnel.
