David,
If you are reloading to the same hardware to spread files across your disks,
then you are correct - no configuration changes necessary.

You would use sysgen if the drive you replaced after failure (thus requiring
a reload ;) was now either on a different path or was a different size to
configure the new ID.

Volutil will be necessary to place a volume label on the newly replaced
drive before you can write any data to it.

Another way to see why the steps are necessary is your Disaster Recovery
plan. You would likely end up on new equipment that may not be the same as
your production box. Most 'hot site' disaster recovery centers give you an
HP3000 and some disk drives. They will tell you which path is your primary
and alternate boot paths and you are responsible for the rest. In such a
case more than sysgen and volutil are necessary to configure the system,
even though you will have your SLT and backups.
