Let me tell you what I think might work (how's that for non-committal).
 
If you are accessing PROGRESS with MS Windows, you could use ODBC to
access IMAGE/SQL (I think you can do that) and native PROGRESS to access
the PROGRSS database on HP-UX.
 
If you have lots of money you can get Oracle. PROGRESS has a gateway to
Oracle and Oracle has a gateway to IMAGE/SQL.
 
Lastly, you could write a C routine that accesses ALLBASE on the 9K and
I think you can call that routine from PROGRESS. With ALLBASE you can
ALLBASE-NET over to the 3K to access IMAGE/SQL.
 
None of these designs have been tried so there are no guarantees.
