When I am aborting a job which is reading from or writing to tape I always use the ABORTIO command to each tape device.  The job will abort on its own

your job might be 'waiting for' the tape-device. did you try to dismount
tape/load a new (without sensitive data ;-)/abortio <tape-dev>?
