FTP outside the LAN

I have been able to FTP to the local networks on campus from HP3000-957,
but not beyond the router.  I have the router set as a neighbor gateway,
is there something I missed?  I am able to FTP from my PC, but its getting old
transferring files from the HP to the PC, just to FTP to the
outside.
