Forgive me for seeming obtuse, but if said house
has been built, and the builders of the house hand
over a new and approved tool, should it go unused ?

While the house certainly continues to exist, it is
doubtful that no enhancements or repairs will be
needed.  Since the times in which the house
was built have changed, the tools and the function
of the house have also changed out of necessity.
