I have seen this on 5.5 as well. It appears that telnet increments the
USERCOUNT immediately when the connection is established (even if the user
does not see a logon prompt.) but does not decrement it unless the
connection is closed gracefully. Unfortunately the only solution is to
reboot to reset the USERCOUNT.
