Abraham gets rdup keys in his ksamxl file as reported:

try removing the ';reuse', which is giving the rdup for your
keys that are specified as 'dup'.
as reported by 'help build parms':
;REUSE OR ;NOREUSE THE REUSE OPTION FORCES KSAM XL FILES TO RE-USE
DELETED RECORD SPACE. ALL RECORDS ARE ASSIGNED TO
THE FIRST AVAILABLE SPACE. THE REUSE OPTION FORCES
THE RDUP FLAGS TO BE SET TO TRUE.
IF THE NOREUSE OPTION IS USED, DELETED RECORD SPACE
WILL NOT BE REUSED. THE DEFAULT IS NOREUSE.
