Why not try:
SETVAR CMD "FCOPY FROM=FILENAME;TO=FILE2;NEW;SUBSET=1:!X,EXCLUDE"
!CMD

This should resolve the issue.

Can I use a variable in the fcopy command?

Example:

setvar X = (finfi("filename",19) - 8)

fcopy from=filename;to=file2;new;subset=1:!X,EXCLUDE

I'm trying to get the last page of some reports that are written to disk 
instead of printed.
