Much along the same line, why didn't the US declare war to Benito Mussolini,
at the time so many Italians were fleeing their own land, and coming to the
States by the hundreds of thousands ?
Why didn't the US declare war to the Spanish dictatorship of Gen. Francisco
Franco, at the time so many American citizens (Ernest Hemingway comes to my
mind, obviously) were fighting as private citizens in the ranks of the
Republican army ?

I give the same answer to you I did to Michael. This country had a strong
isolationist faction then, and FDR made a campaign promise not to send
forces overseas.
As far as Spain, this was a civil war, although calling it that would
be kind of silly, since it was an Axis/USSR conflict. And the 'republican'
army was Communist supported. Why did you leave that out?
