Your wish would actually be a giant step backwards.  It is my understanding
the Windows CE kernel is based on Windows NT and is therefore much more
dependable.  It has been my experience so far that Win CE is indeed quite
dependable, yet very flexible with the additional components I use.

One must understand that Windows 98 is huge.  At the moment there is not a
PocketPC with large enough RAM to hold Windows 98 in its entirety, the way
you would like to have it.  Nor would the user interface be usable, as
Windows 98 is really meant for a much larger screen than is available on a
PocketPC.

Useless?  Hmmm...I'd have thought you were talking about
the Pocket PC with that word :)

We're *all* losers, however...thanks to HP.

HP had a wonderful product line (HP 95 LX, HP 100 LX, HP 200 LX)
which were handheld DOS x86 machines, running on AA cells with
longggggg battery life (and with a PCMCIA slot).

The *obvious* next step was the handheld Win95/98 machine...but, no,
HP gave us the HP 300 Windows CE machine :(

Maybe Microsoft seduced the HP bean counters with an offer making
WinCE cheaper than Win98 would have been... who knows?

IBM, however, took up the slack (as they did with the micro-size
hard drive after HP dropped the Kittyhawk), and introduced the
IBM 110, a handheld Win95 system running a 75 MHz 486.

Unfortunately, IBM seems to have stopped there.

What I want is a handheld Win98 system.  Not some machine that
is theoretically file-compatible with a small number of applications...
a machine that *RUNS* every Win98 app I have on my desktop, if I want
to do that!

Sigh.
