Repacking a file should reduce the number of extents, potentially reducing
the number of Label Table entries the file uses.
Adding a disk means having another Label Table to track things.
The actual data for a file need not be on the same disk (LDEV) that the
file label is on (any more than it did on Classic MPE),
so a file with many extents may have some of those extents on other disks.
(Those extents are still tracked from the
Label Table that the file label is in, even though they represent data on
other disks.)
(Obscure fact: It's unlikely to have just the file label on a disk without
at least one data extent, but possible.)
