Are you trying to run a script or a program file?  Does your program
(or script) actually run?  If you're program is running, then your
program is probably generating a bad html page.
 
If your program is not running, then its probably an http problem.  If
you can, try to figure out which exec call is being done.  I'm really
surprised there are no messages in the error log.
