In another life I contributed the program PASSCHG to the CSL which would
enforce this
requirement if enabled. It could also be set to enforce a number of other
things
such as routine password changes, modem line restrictions, etc.
In addition, there are a number of 3rd-party tools which will perform this
along with
a large number of other things as well. Some include SECURITY/3000 from
Vesoft
and SAF/3000 from Monterey Software.
