Your FOPTIONS of %454 means CCTL, FIXED, $STDINX, ASCII, NEW
with AOPTIONS of 0 meaning READ ONLY.
When using a file designator ($STDINX) other than 0 for filename,
the device option has no meaning.
Also, I read that you wish to send a message; I believe you will want
to open the file for WRITE ability.
These options may be more to your liking:
FOPTIONS %504 (CCTL,VARIABLE,ASCII)
AOPTIONS %404 (NOBUF,READ/WRITE)
