Well, I've only been involved with the 3k for 17 years, but here goes.
For languages, I use the HP compilers (no third party), and like all the
I use, which include fortran-77, cobol, rpg, c, spl, and basic.  My
favorite editor is voodoo, which is an ancestor of HPEdit, but I also
use Quad (v. nice) and sometimes edit/3000.  Voodoo (and, I guess,
HPEdit) is a sort of a port of emacs (I think); couldn't get my job done
without it.  I also use (for the supported languages) HP's symbolic
debugger; it's easily as good as, say, the visual basic debugger,
without the fancy windows stuff.  Regular ol' debug comes in handy too.
Don't forget MPE itself!  You can do some mighty powerful stuff with it,
in the form of scripts and command files (thanks, Jeff Vance, etc).  In
fact, in my old age, I can regularly avoid 'real' programming by
utilizing the CI, especially in combination with third party tools and
some of my own home grown junk.

As for third party stuff, no HP shop should be without MPEX and
Suprtool.  I know I use to do my job without these, but I can remember
how.  Also, the DataExpress/ODBCLink combination is essential.  I'm sure
that I'm leaving something out (that old age stuff again), but hopefully
this message will be of some value.
