Your steps 'assume' that the backups were created with the 'directory' option.
Were they?
In addition: When you 'install', an empty version of the 'COMMAND.PUB.SYS' file
is created. You'll need to restore the one from the tape as a separate step
with the 'NOKEEP' option, or use the jobs created by the 'BULDACCT' program to
recreate the directory and UDCs.

If you are doing a RELOAD of the sysvolset you need to make
some * changes:
Okay gang, I have to do a reload!!
I want comments on my plans:
- full dump done last night
* Make a new SLT with SYSGEN's TAPE command, do it now.
- take system at noon today
* run BULDACCT and make sure the 2 files are stored
- incremental dump at that point
- HP replaces drive
- bring system back up
* BOOT from latest SLT, INSTALL then START NORECOVERY
+ use VOLUTIL to mount all the disks with NEWVOL commands.
* RESTORE *TAPE;@[log in to unmask]@;KEEP;DIRECTORY;OLDDATE;progress=10;CREATE
* -> from the INCREMENTAL backup.
* same restore from FULL backup.
* STREAM JCONFJOB.NET.SYS
* SHUTDOWN and START NORECOVERY
