NMMGR does not run under reflections(R12 or R7) for us, even on
VT-MGR.....it gives a lock symbol at bottom right. If I soft reset it and
Enter, I get

Terminal is of incorrect type or cannot be opened. (NMGRERR 1).
The Terminal Status request failed.


??
we live with it by going to console, and moving logical console
elsewhere....
It works fine under qcterm telnet.
What setting can I have wrong such that this is the only sign of a problem?

You must be doing something wrong. NMMGR is a page mode, block mode
application, and it certainly works well under telnet, in Reflections or
QCTerm.
