Note that installing Windows 2000 may have simply given you a clean instance
of the OS. Reinstalling Win9x does not give you a clean install. It should
give you back your original system dlls, for instance. But unless you take
pains to rename or delete the old registry files, reinstalling will continue
to use the old ones, and include the accumulated debris.

This is not meant as a plug, but I have been using the WinDoctor utility
that is part of Norton Utilities. There are certain well-known third-party
add-ons which I cannot upgrade without WinDoctor finding several left over
registry entries from the previous version. While most of these may be
harmless, they are an obvious and easy to find example of stray registry
garbage that simply accumulates over time. MS offers a regclean utility on
their site for finding and removing such debris, although I believe it errs
on the side of being conservative.
