Without some type of 3rd party software, the only way would be to account
for all the ones who have logged on and thus separate out the ones who have
not.

One way would be to read the system log files and account for all the ones
who have logged on.  Apply this to a list of all users and you will see
those who have not been recorded as having logged on for the period covered
by the log files you have analyzed.

Another way would be to set up a logon UDC for all users that record the
fact they have just logged on in some type of file ore database.  Again,
this will only show you those who have logged on, you must then compare this
to a total list of users.
