I ran a test a couple of weeks ago using Samba 1.9.16 and Samba 2.0.7
It didn't matter the version of Samba it was a matter of which version of
windows you are on.
Win2k didn't have the limitation you had and could connect to 8 character
username.8 char account that had the max length passwords for user,acct.
With NT4 I was limited to 14 total characters for user,acct
A neat trick Lars showed me was to connect to your share using smbclient on
the server.
smbclient '\\your3K\longuser.longacct' userpass,acctpass -c dir
If you are able to connect using smbclient but not through windows then
its a windows issue.

It now works if I use "MGR.TECSUP", etc....
I can't believe this! Is this a M/S thingy, eh?
It seemed to work OK on earlier Samba on < 7.0 P1 MPE/iX!

This might be a problem because the share name is 14 chars.
Depending on the Windows version, share names and/or passwords
are clipped to 12 or 13 chars, I believe. (Don't ask me for
exact details, the Windowses are beyond my comprehension ;-)
Try a shorter share name to verify.
