I vote for number 1.  Anyone sending attachments to the listserv should have
their e-mail program reconfigured to not do this to the list.  I delete ALL
attachments from the list e-mail anyway and therefore miss some of the
repartee' but feel safer (and more paranoid).

*1 No attachments:  Any mail containing attachments will be bounced
   back to the sender with an error message.

*2 Filter attachments:  Any mail containing attachments will have the
   attachments silently removed and only the text (or leading HTML)
   are passed to the list.

*3 Selective attachments:  Certain MIME type attachments can be passed
   through while removing others.
