First echo:

Then setvar:
setvar mydate
'![str("!hpyyyymmdd",5,2)]/![str("!hpyyyymmdd",7,2)]/![str("!hpyyyymmdd",3,2)]'
Note in the setvar command, the usage of single-quote and double-quote.
