Your symptoms sound like a problem we experienced here a few years back. The
culprit eventually turned out to be a remote mux (equivalent to your DEC
unit, I think) which was out-of-order. The result was an incredible level of
extraneous activity being generated between the disabled remote mux and the
DTC (in our computer room) to which it was connected, resulting in extremely
degraded system performance. Once the problem was identified (and it took a
while), the solution was really simple as you can imagine: we replaced the
remote mux and lived happily ever after...
