That's true. It is for your own protection:

The backup products, including NMSTORE and RR, interface to the
operating system at a low level. As the OS changes, the low level
interfaces that we use change as well. Therefore, you don't want
an older version of any of the products running on a newer version
of the OS as that will cause problems. In some cases, the program
won't even load because certain APIs no longer exist. In other
cases, the API changed and has undesirable features if the program
doesn't change accordingly. The most conservative route is to
make the program refuse to run on an OS version it doesn't
recognize.
