Earlier today Gavin did the external spec thing for :SHUTDOWN:

Bruce added the ";CANCEL" footnote.
For people worried about :SHUTDOWN risks, Steve D. pointed out
the obvious:

Gavin also added a good "risks" suffix...
My $0.50: Go with Gavin's design as the external spec; with the
addition of Bruce's ";CANCEL". IMO Gavin has captured the essence
of MPE "look and feel" very well. While in one sense it wouldn't hurt
to go thru an Interex "voting cycle" on :SHUTDOWN details, do we
*really* have to spend the time it will take to allow a "decent interval"
for debate and then voting ??... I would respectfully say I think not.
There is no supported way to do the above AT ALL right now.... Let's
try not to delay delivery of same....
