You need to be on 7.0 exp 1 to use the "executing", "suspended",
"waiting" and "scheduled" JINFO items. These are documented on
Jazz at:

I don't know why these 4 JINFO items are in 6.5 help text, but
it is probably my fault, trying to save a few steps in various
submittals.
You can use the job state as a work around, as you indicated.
