Since release 5.5 PP5 it has been possible to get this CI warning.
However, the design was supposed to be such that it would be rare
to ever actually get a CIWARN 9169. Basically, the CI tries *many*
times to lock a file system semaphore needed to get information required
for a listf,2. It may be worth calling the RC on this so they can
get an idea of system load and possible contention for the semaphore(s)
in question.
