Empire on the HP3000 Update

I have updated the HP3000 site that hosts Ben Norton's game of Empire
on the web by adding a Web page using the Apache WEB server.
This HP3000 922LX has also been upgraded to MPE/iX Version 6
with PowerPatch 1.  The site is:

http://198.190.228.6/

Previously, a novice "had" to have received one an e-mail telling them
how to log on via Telnet and received some coaching on how to play.

Now a novice can go to the web site in their browser and get the
basic instruction.  I also took the basic "HELP" commands out of Empire
and put them into links for this page.
