When you say "old" system, how "old" exactly is it ?
If this is a "modern era" HP3000 and if Ldev1 is still available, you may
try to START NORECOVERY SINGLE-USER SINGLE-DISC and then try to generate a
"new" SLT by running Sysgen and entering TAPE command. It may not work but
it sometime does.
